2nd RSAB Contingency Plans

In the event of a catastrophic attack on the 2nd RSAB home planets, the High Command decided to have several fallback options.

Firstly, there are 2 "Beta" sites. These sites are located in remote systems and have been set up with moderate but flexible automated mining and fabrication facilities. In addition, small but flexible shipyards have been constructed for each Beta site.. Stockpiles of refined raw materials required for re-starting the 2nd RSAB military have been stored in each "Beta" site. Each Beta site contains a complete technical and historical library. Each Beta site is manned by a small contingent of technical and military personnel who are permanently assigned in order to maintain the facilities. Each Beta site is connected to the 2nd RSAB home worlds via a series of long-range HPG relays. Communication to and from Beta sites are limited to matters of extreme emergency only. Every 5 years, a single jumpship makes a one-way trip to each Beta site in order to bring new personnel and updated equipment or resources. In the event of an attack, all high-priority personnel (those who could help rebuild a civilization) will be distributed to the Beta sites. Only high-command and select civilian planners are aware of the Beta site locations. Only a small percentage of the general population and military personnel are aware of the Beta site program.

Beta were designed to accommodate up to approximately a brigade of personnel on top of the existing personnel stationed at them.

There are also 3 Omega sites, designated Omega-1 through Omega-3.

The Omega-1 and Omega-2 sites are small facilities in systems with uninhabitable planets. The Omega-1 -2 facilities have been carved out of small, tectonically-inactive moons of gas giants orbiting white-dwarf stars.

The Omega-3 facility is larger than the other Omega facilities and is located underground on a planet with a small population. The population was originally part of a long-range exploratory mission launched sometime in the middle of the Star League. The mission's dropship encountered some kind of permanent malfunction stranding them on the planet. Because of the temperate climate, the mission's personnel were able to build a small settlement around the dropship. The mission's botanists were able to quickly identify edible and medicinal plants. The lack of extreme weather conditions allowed the survivors to thrive. Unfortunately, the crew were simply not able to maintain the technology and slipped into a primitive but thriving existence. The current population is reasonably well educated. The overall technological level is that of the mid-19th century. The population numbers approximately 1200 and is localized to a small continent on the planet's equator. The population lacks any form of sea or air transport and are thus confined to the continent.

The Omega-3 facility has been established on a large island in the Northern Hemisphere, on the opposite side of the planet to the population. The facility is an extensive, yet very well-hidden Castle Brian. It was felt that the presence of a population would act as a "distractor" should anyone stumble onto the planet.

Omega sites are much smaller than Beta sites and much less well equipped. Omega sites are meant to use genetic repositories and artificial wombs to build a population. Omega sites are equipped with restricted levels of most raw materials. Once activated, an Omega site will follow a strict and very specific plan that will allow them to organically develop within their means and at the same time, expand their ability to increase their means. Each facility contains full historical, technical, tactical, and cultural libraries. Each facility has triply redundant systems in order to minimize any chance of malfunction or loss.

Omega sites are permanently staffed by small contingents of caretaker personnel. These caretakers maintain the facilities in full readiness for activation. Omega sites can accommodate approximately 500 personnel who will act as maintainers of the facilities as well as teachers and administrators for the generations of people to be birthed from the stored genetic material.

Supply convoys travel to each Omega site approximately once every 5 years bringing updated libraries, raw materials, and replacement personnel.

Each Omega site has an active jumpship hidden in system that can be used in an emergency to make a maximum of two jumps to a system containing a HPG relay station.

Omega sites can be activated when someone with the proper activation codes arrives in system or should an expected supply convoy not arrive within 4 years of their expected arrival date.

Unbeknownst to the caretaker staff, at one Oracle class reconnaissance ship is also hidden in each system. The ship is in a mothballed state and will only be activated when the Omega site is activated. Any attempt to board the vessel in an inactive state will result in a self-destruct mechanism being triggered.

Each Omega site possesses small fabrication facilities capable of producing almost anything required, provided the raw materials are present.

Only the 2nd RSAB command council, a small subset of quartermaster command, and select members of the 3rd Dark Horse Regiment know of the existence of the Omega sites.

All jumpship convoys to Omega sites are handled by Deep Range Reconnaissance Patrol personnel who are also members of the 3rd Dark Horse.

The locations of the Omega sites are accessible to the following personnel only: The DRRP commander and select DRRP captains, the 2nd RSAB commander, the commander of the 2nd RSAB naval forces, the commander of the 3rd Dark Horse, the director of the Intelligence Corps, and no more than 5 individuals as designated by the 2nd RSAB commander.
