2nd RSAB Contingency Plans
In the event of a catastrophic attack on the 2nd RSAB home planets, the High Command decided to have several fallback options.
Firstly, there are 3 "Beta" sites. These sites are located in remote systems and have been set up with small but flexible automated mining and fabrication facilities. In addition, small but flexible shipyards have been constructed. Stockpiles of refined raw materials required for re-starting the 2nd RSAB military have been stored in each "Beta" site. Each Beta site contains a complete technical and historical library. Each Beta site is manned by a small contingent of technical and military personnel who are permanently assigned in order to maintain the facilities. Each Beta site is connected to the 2nd RSAB home worlds via a series of long-range HPG relays. Communication to and from Beta sites are limited to matters of extreme emergency only. Every 5 years, a single jumpship makes a one-way trip to each Beta site in order to bring new personnel and updated equipment or resources. In the event of an attack, all high-priority personnel (those who could help rebuild a civilization) will be distributed to the Beta sites. Only high-command and select civilian planners are aware of the Beta site locations. Only a small percentage of the general population and military personnel are aware of the Beta site program.
There are also 2 Omega sites. These are smaller than the Beta sites and located even more remotely. There are only at most 200 personnel manning the Omega sites. They will use cloning from genetic repositories to rebuild the population. They have a set rebuilding program. They will be "activated" only. Personnel will not be moved from the 2nd RSAB systems to the Omega sites. Long-range HPG relays are used for emergency communications only. Only 2nd RSAB high-command knows of their existence and only 5 personnel at any one time know their locations. Any jumpships that are sent are automated to make the jumps and erase their navigation logs. All trips are one-way.
